CIRCULAR

Sub: To conduct ‘Child Rights Grama Saba” in the month of November every year.

Government of India is a signatory to the UN Convention on the Rights of the Child in the year 1992. Local self governments like Grama Panchayats have a pivotal role in implementation of survival, protection, development and participation rights of all children. In the Grama Sabhas conducted by Grama Panchayats need to discuss about the situation, problems of children and plans for the development of children and also their constitutional rights of children with the villagers and enhance their responsibility towards children. With this back ground Government of Karnataka has decided to observe November 13th to 30th every year as ‘Child Rights fortnight’ and has directed all Gram Panchayats to hold Child Rights Grama Saba one day in this period to discuss about children’s issues with the parents and officers of various departments and children. It is directed to discuss on the following issues:

1. Providing nutritious food to all children for their healthy development.
2. Organizing educational and recreational activities for all children with scientific temperament.
3. Enroll all children in the age group of 3-6 in Anganawadis and schools and ensure their educational development.
4. Take up awareness against bonded labour and engaging children in agricultural activities and other sectors and take strict action against the erring people
5. Take up special measures for the protection and development of girl children.
These Grama Sabhas are expected to discuss the above mentioned issues and apart from this they have to explain and discuss about various programmes of the government to the parents and the community. For this Child Rights Special Grama Saba the following officers and representatives of the Government are expected to attend compulsorily – children, parents, Anganawadi Worker, Supervisors of DWCD, ANMs, all school teachers, police officers, SDMC members, and local NGO representatives.

For this Child Rights Special Grama Saba the concerned are expected to collect and collate statistics with respect to children in their working area. All ZP CEOs are directed to pay personal attention to organise this Child Rights Special Grama Sabhas. They are also expected to send a report to the Government at the earliest.
